He states that obviously foreign funds may be needed initially to get things &quot;up and running&quot;. I believe the examples he uses are funds for initial training for new Christians, material for that training, literature, Bibles, Gospel tracks &amp; other evangelistic tools, translation of literature into the proper language, etc. The key is that none of these things would cause the local people to become dependent on the outside organization or funds. (Lots of money for church structures, paid/salaried staff, etc.) Those are the main two things that he discusses that have been directly linked to KILLING an organic church planting movement.
